In November of 2005, the recommendations of the Base Realignment and Closure Commission (BRAC Commission) became law. In its Final Report, the BRAC Commission - the independent commission tasked with making final decisions on the closure or realignment of certain identified military facilities - ordered: "establish a Regional Joint Readiness Center (RJRC) at the Pittsburgh International Air Station with the mission of providing civil-military operations, homeland security and community-based medical support to the Department of Defense and the Department of Homeland Security National Incident Management Plan and the National Response Plan."

Formed in 2005, the Regional Joint Readiness Center Task Force, now the Joint Readiness Center Task Force (JRC Task Force), is a community based organization formed to assist the Department of Defense (DOD) and the Department of Homeland Security (DHS) in developing the JRC concept.

The JRC Task Force's activities and efforts are aimed at:

  • Assisting in the process of identifying the JRC mission, objectives and activities consistent with the National Incident Management Plan and the National Response Plan;
  • Coordinating the efforts of Western Pennsylvania business, institutional and medical organizations in support of the JRC concept; and
  • Collaborating with federal, state and local elected and appointed officials to ensure the most effective and capable JRC is established.
