The JRC Task Force
The JRC Task Force was formed following the submission of the Base Realignment and Closure Commission's (BRAC) Final Report to the President and to the U. S. Congress. In the Final Report, the BRAC Commission included the following order regarding the 911th Airlift Wing located within the Pittsburgh Air Reserve Station at Pittsburgh International Airport:

"...establish a Regional Joint Readiness Center (JRC) at the Pittsburgh International Air Station with the mission of providing civil-military operations, homeland security and community-based medical support to the Department of Defense and the Department of Homeland Security National Incident Management Plan and the National Response Plan."

The JRC Task Force is sponsored by the Military Affairs Council of Western Pennsylvania and Pittsburgh region community leadership. Specifically, the JRC Task Force:

• Brings together military and civilian representatives;
• Membership includes many - if not all - of the military and civilian federal, state and local agencies and organizations which will coordinate through the RJRC; and
• Is endorsed and financially supported by Governor Rendell and the Pennsylvania Base Development Committee.

This public - private partnership created a process to identify the proposed missions of the RJRC, its scope of activities, and the coordinated functions it should perform in support of enhanced national defense, homeland security and emergency and disaster readiness, response and recovery efforts. Proposals developed by the JRC Task Force will be presented to the DOD and the DHS as a set of recommendations for implementation.
